To have a completeness in your essay you must cover the effect on all aspects like society, education, sports, economy of nation, politics, defence etc.

Solutions:
If you are writing about a problem than you should give practical solution if you can, remember practical solution, because impractical solutions may irritate your reader. If yo are writing about a positive step then write about improvement which are possible in that direction.

Once you get the topic do not start writing the essay or letter immediately. Because once you filled the space you cannot erase what you have written. And it may happen that you take your essay in one direction (in flow) and forget to cover all aspects of the topic given. You have ample time. Once you know what to write, you can put it to a piece of paper in 15 minutes (essay and letter are just 400 words combined). So, first plan your thoughts, write main points (with some sub points) in rough sheet (back of your admit card, they won't provide you with that). Cover all aspects of the topic given like religious, political, social, educational, sports regarding etc., impact on each level national, society level, individual and also international if necessary. 250 words are very less to cover each aspect of a topic, so do not elaborate a point too much and be crisp. You may also have to leave some points. So, it is better to write important points before stating to write the essay. What I mean is to prepare a skeleton of essay before filling up the space given and then present the essay by filling up with rest of the body parts. I hope you got it.
Just imagine, that you started writing the essay immediately after getting the topic, you finished it in 20-25 minutes. Now can you make use of the remaining 30-35 minutes, can you use this time to improve your essay or letter. Obviously not. Because you cannot erase what you have written and they won't provide you with extra sheet. If SSC (Staff Selection Commission) examiners gave you that much time for descriptive paper, it means they want you to think and write. They want structured ideas. They want a continuity and flow in your language and also a full picture of the topic given.
